Minutes of the Annual Parish Meeting for the Parish of Broughton, in the County of Northampton as held at Broughton Village Hall on Wednesday, 18 March 2009.

Present

Parish Cllr. Mrs. MC Rust (in the Chair). 

Parish Cllrs. R Baxter, Mrs. HJ Bull, P Chaplin, Mrs. PA Cope, Mrs. JL Farenden,  Mrs. RA Gresham, LA Manning, Mrs. JR Page, R Shrive, and AJP Stamper. 

Mr. GA Duthie (Clerk to the Parish Council). 

No local government electors for the parish attended. 

09/1 APOLOGIES.  Apologies were tendered on behalf of County Cllr. J Harker, Mrs. U  Stamper of the Broughton Women's Institute 
and Mrs. J Manning of the Playing  Fields and Village Hall Association. 
09/2 MINUTES. The Minutes of the Annual Parish Meeting held on 19 March 2008,  copies of which had been circulated to all present, were approved and consequently  signed by the Chairman. 
09/3 MATTERS ARISING FROM THE MINUTES. None were raised.

ANNUAL REPORT OF THE PARISH COUNCIL. The Chairman of Broughton Parish Council, Cllr. Mrs. MC Rust, submitted a report on the business and activities of the Council over the preceding year. A copy of the report is appended. 

 

09/5 STATEMENT OF PARISH COUNCIL ACCOUNTS. A statement of the Parish Council’s accounts comprising an Annual Return for financial year ended 31 March 2008 was submitted and noted after an opportunity for questions was given (copies annexed). 

 

09/6 ACCOUNTS OF PAROCHIAL CHARITIES. Statements of account in respect of the Broughton Charities of Bentham and Others for the year to 31 December 2008, and the Broughton Playing Fields and Village Hall Association for the year to 30 April 2008, were submitted and noted after an opportunity for questions was given (copies annexed). In respect of the Charities, Cllr. Baxter described for those present the extent of the lands owned by the Charities and, in respect of the Association, Cllr. Mrs. Gresham confirmed that the interest reported on the National Savings account actually comprised two years’ worth. 

 

09/7 REPORTS OF SCHOOL GOVERNORS. No reports were submitted
09/8 REPORTS OF COUNTY/DISTRICT COUNCILLORS. No reports were received.

REPORTS OF LOCAL ORGANISATIONS. Cllr. Mrs. Page reported on the activity of the Village Hall Committee for the year and those present heard vandalism and damage remained a depressing concern. Most recent examples involved an attack on drain pipes of the building but this was being addressed.

Bookings were generally healthy and the hall was also being used to provide a local police office. A village show had been organised for the Autumn. 

Bulb planting had taken place with thanks being due to the planters and to the suppliers who had donated the bulbs. 

The year had seen Cllr. Mrs. Bull step down from the committee and the Association owed her a vote of thanks for the energy and goodwill shown by her in advancing the interests of the organisation and the local facilities offered by it.

 

09/10 PROPOSED RESOLUTIONS SUBMITTED BY LOCAL ELECTORS. None were submitted for consideration but the meeting did hear read a letter received from parishioner, Mrs. Gilbert, of Carter Avenue raising concerns as to the litter being left by dog walkers in and around Glebe Fields. The meeting heard it described that bags of dog waste were being discarded rather than being disposed of appropriately. It was confirmed that the Parish Council was seeking the provision of additional bins and an indication had been received from the Borough Council that this should be supported. 
09/11 LOCAL INITIATIVES. The Chair described that a ‘Silver Surfer’ computer familiarisation and training programme was being worked up to benefit elderly residents in the village, with the assistance of Help the Aged. Local information would be provided as to how this might be accessed. Additionally, it was reported that the Parish Council had agreed an annual award to be made for outstanding contributions to the community by individuals or organisations and nominations would be sought later in the year. 
09/12 MATTERS OF GENERAL INTEREST ADMITTED BY THE CHAIRMAN. 
The following matters were admitted by the Chairman for discussion and for action, where appropriate, as detailed:-

An overgrown hedge at Podmore Way was reported. 

There being no further business, the Chairman thanked all present for their contributions, and the meeting was closed at 8:30pm.
