| 08/8 | REPORTS OF COUNTY/DISTRICT
COUNCILLORS. Borough Cllr. J Hakewill addressed the meeting and those present heard that despite Cllr. Hakewill having been appointed Leader of Kettering Borough Council recently, he was striving to remain accessible to rural communities within his ward if not as physically evident. The preceding year had seen financial pressures bearing on the Borough Council and as a consequence of trimming of that authority’s capital programme, it had unfortunately been necessary to omit planned works of improvement to the High Street recreation ground. Additionally, the year had seen a review of the establishment and care arrangements at St Andrews Court that had also been necessitated by the increasing age of the general population coupled with the changing profile of the residents there, who were more sprightly and fitter than previous generations. The new Safer Community Team had been rolled out and this had focused on various issues of local concern, including a visible increase in police presence and addressing speeding traffic in villages. The Borough Council was responding to pressures imposed as a consequence of housing growth targets and especially the infrastructure consequences of this, where there was perceived to be a lack of focus in national policy. The concessionary fares system had been revised and a better level of service had been achieved despite the financial constraints that applied. The Borough Council was actively progressing proposals for the Kettering town centre redevelopment and various consultations would be commencing shortly. Major roads such as the A14 and A43 continued to be a focus and ministers were being engaged in connection with the various issues and pressures. A discussion ensued concerning A43 dualling proposals and the issue of lane switching/junction hopping on the A14. Current financing arrangements for local councils were to be reviewed as the move to precepting had raised concerns of perceived unfairness given that Kettering itself was not a parished area.

REPORTS OF LOCAL ORGANISATIONS. Cllr. Mrs. Farenden reported upon the activity of the Broughton Playing Fields and Village Hall Association over the last year, those present hearing that the footing of the organisation remained sound, that bookings were steady, that facilities were being improved (examples including the kitchen refurbishment and new carpets), and that facilities had been incorporated to allow remote police working from the hall. Despite these positives, it had been necessary to introduce during the year a £50 deposit against any clear-up costs for functions etc, and repairs to items such a guttering and down pipes etc had been necessitated through deliberate damage. Those present heard that the Village Hall Committee met on a monthly basis and was always looking for new blood and ideas, especially from amongst the community of users/potential users.
